In this class, we will discuss the urban legend of a "neighbor to neighbor” issue and when boards and management teams need to be concerned with neighbor conflict. We will discuss the most commonly-recurring scenarios when this question arises and provide guidance on how to address and resolve these situations (smoking, noise, parking, etc.). We will also discuss when an issue may truly be between neighbors and not an association concern. We will also discuss the 2016 HUD hostile environment/quid pro quo guidelines that impact how boards and management teams evaluate and address potential neighbor to neighbor issues. Finally, we will discuss creative ways to attempt to resolve neighbor disputes when they have been determined not to be an association responsibility, but when the parties to the dispute can see the value in resolution.
